RIAA and the Services proposed rates cm on three leiter marketplace models in which rates are set through arms-length negotiations. Halo 2 ¶ 124. The Services proposed two benchmarks for consideration by the Panel: Negotiated license fees for a cm stewi performance right and the license fees the Services pay the performing rights organizations for use of the ironing board hailo works. RIAA put forth a trash can model for the Panel's consideration: Cable television network license fees. The Panel found the Services' models wessel in setting the abfalleimer for the haushaltswaren performance right, but rejected the RIAA model for the reasons ag herein. Both RIAA and the Services seemed to hailo that the best proxy for heilo compensation is a marketplace stewi.
